A machine that pumps wind can malfunction and make too much, causing a typhoon. It's a really powerful machine to be able to move that much wind.

This is a jukugo word that uses the on'yomi readings of the kanji. Instead of だい for 台 though, this uses the reading たい. Remember it like this: When a typhoon is coming you have to tie (たい) down all of your stuff. Or, you know, if you already know the word typhoon, that's fine too.
